Income Guidelines For Oregon Health Plan

Oregon's health plan provides the greatest benefits to children and pregnant women.


The Oregon Department of Human Services (DHS) administers two basic Medicaid programs that consist of five subprograms for low-income residents. The requirements for each program include different eligibility and income guidelines. For purposes of determining eligibility, the income and assets of every member of the family other than a nonparental relative who opts to be excluded from the program applies to determine income eligibility. Even if you do not meet the basic guidelines for income limits, you should still apply, since other factors also determine eligibility. In addition, the Oregon DHS administers low-cost health care plans for which you may qualify.


Federal Poverty Level


The federal poverty level is the baseline number the Oregon DHS uses to calculate income eligibility, and this number is subject to change annually. For 2011, the federal poverty level is $908 per month for one and $1,226 for two. For a family of three, the standard is $1,545 and $1,863 for a family of four. A family of five with a monthly income of $2,181 is at the federal poverty level, and a family of six meets the definition with a monthly income of $2,500. For families with seven or more people, add $318 per additional person to the number for a family of six.


Oregon Health Plan -- CHP


The CHP is for individuals who are under the age of 19. The income limit is 185 percent of the federal poverty level for the family size.


Oregon Health Plan -- OPC


The OPC covers children and carries an income limit that is equal to the federal poverty level for the family size.


Oregon Health Plan -- OPP


The OPP is for pregnant women and newborns. The income limit is 185 percent of the federal poverty level for the family size.


Oregon Health Plan -- OP6


The OP6 is only for children who are not yet 6 years of age. The income limit is 133 percent of the federal poverty level for the family size.


Oregon Health Plan -- OPU


The OPU program provides coverage for adults and has an income limit equal to the federal poverty standard for the family size.
